    The 2008 IEEE International Conference on Networking, Sensing and Control will be held in Sanya, China. The main theme of the conference is advanced technologies for emergency planning and response. Effective management of emergency events, including natural disasters and terrorist attacks, requires more sophisticated command, control, communication and coordination systems, which in hence raises challenge to researchers in the areas of networking, sensing, human factors, operational research, logistics, decision-making, information fusion, control theory, and system simulation. This conference will provide a remarkable opportunity for the academic and industrial community to address new challenges and share solutions, and discuss future research directions. It will feature plenary speeches, industrial panel sessions, funding agency panel sessions, interactive sessions, and invited/special sessions. Contributions are expected from academia, industry, and emergency management agencies. The conference will feature plenary speeches given by worldwide renowned scholars, regular sessions with broad coverage, and some special sessions focusing on popular topics
