● 会议背景介绍：

    目前，中国已进入大规模城市建设阶段，作为城市交通的关键，地铁技术得以快速发展。在地铁发展过程中，隧道建设是关键环节，一方面因为隧道建设投资巨大，另一方面是其建设过程中潜在大量的安全风险，包括投资风险、质量风险、安全风险、工期风险以及环境风险。最近发生的杭州地铁车站基坑灾难性事故让人们再一次震惊地铁工程风险的巨大。上海地铁建设在2009年1月份也连续发生多起事故。在山岭隧道建设方面，也发生了如高阳寨隧道口特别重大坍塌事故和宜万野三关隧道透水事故等，引起社会广泛关注。隧道工程的安全与风险，已成为全世界关注的一个焦点，特别是发展中国家，在大规模交通基础设施建设过程中，由于技术、资金、管理等原因，工程建设的风险更大。为了实现安全、环保、经济的隧道工程建设，需要各方开展隧道全寿命期的风险管理，也需要展开这方面的国际合作与交流。
      在中国土木工程学会隧道与地下工程分会、日本土木工程学会隧道工程分会及中国岩石力学与工程学会的大力支持下，由同济大学、长崎大学、重庆大学和山东大学联合，定于2009年8月28-29日，在上海同济大学举办首届中日隧道安全与风险国际研讨会。

21st century is an era of rapid urbanization. More and more tunneling works are or will be under construction. Much more attention will be paid to the safety and risk caused by tunneling, especially to the influence on nearby structure, road, pipeline and other infrastructure.
Recent years China and Japan have obtained many experiences in this filed, and formed respectively of principles and technologies with high levels. For enhancing the capacity of mitigating risk and guaranteeing safety, it is the time and need to exchange and summarize the knowledge and technologies from both sides. After discussing with tunnel engineering committee of Japan society of civil engineering and the tunneling and underground engineering division in China civil engineering society, Tongji University, Nagasaki University, Chongqing University and Shandong University will jointly hold the first China-Japan workshop on tunneling safety and risk in shanghai in 2009.
